Top Federal Grant Programs for Startups in 2026

Federal grants are one of the few ways to fund a startup without giving up equity. The programs below represent the most accessible and well-funded options for early-stage companies in 2026.

SBIR: The Gold Standard for Tech Startups

The Small Business Innovation Research (SBIR) program distributes over $4 billion annually across 11 federal agencies. Phase I awards are typically $150,000–$275,000 with no equity requirement. Eligibility: U.S.-based, for-profit, under 500 employees, majority U.S.-owned.

Each agency has its own topics and priorities. NIH SBIR focuses on health technology; DOD focuses on defense applications; DOE on energy. Match your technology to the right agency before applying.

STTR: Like SBIR, But With a Research Partner

The Small Business Technology Transfer (STTR) program requires a formal partnership with a U.S. research institution — a university, federal lab, or nonprofit research organization. At least 30% of the work must be performed by the research partner.

If your startup has a university or national lab relationship, STTR can be a faster path. Competition is slightly lower than SBIR, and the research partner relationship strengthens your application's credibility.

EDA Build to Scale

The Economic Development Administration's Build to Scale program funds regional innovation ecosystems. Awards range from $500,000 to $3 million and target organizations that support startups — accelerators, incubators, and workforce training programs.

DOE Office of Science SBIR

If your startup works in clean energy, materials science, or quantum computing, the Department of Energy's SBIR office is worth a close look. Phase II awards can reach $2 million, with a clear path to Phase III commercialization support.

How to Find Open Solicitations

  • Check sbir.gov for all open SBIR/STTR solicitations by agency and topic area.
  • Search grants.gov with keyword filters for your industry and technology area.
  • Browse available grants on GrantLocate to filter by category and see upcoming deadlines in one place.

One Important Note

Federal grants do not fund general operating expenses. They fund specific research, development, or project activities with defined deliverables. Make sure your startup has a clear technical objective and can demonstrate commercialization potential before applying.
